Ljubomir Filipović is a Montenegrin political scientist focused on foreign influence and information integrity. He holds an MSc. degree in international relations. He works as a consultant and analyst for different organizations. He worked for the projects of the Atlantic Council of Montenegro, UNDP, the US State Department, the City and County of Denver, and others. He provided consulting and advisory services for numerous international non-governmental, governmental, and media organizations in Europe, the US, and Eurasia.

He serves as the Chairman of the Faculty of Liberal Arts and Sciences in Montenegro (FLAS) and as the Executive Director of Edumonte, a holding company engaged in private education, which provides educational management consulting services in Europe and Eurasia. Filipović is also an Arizona State University World Innovator (AWI) at the National Security, Diplomacy, and Leadership Laboratory (ASU LNDS). He was selected as a 2019 McCain Institute Next Generation Leader. He is the author of numerous articles, studies, and reports on security, information integrity, and foreign influence. He is a member of the European Center of Excellence for Defense Against Hybrid Threats (Hybrid CoE) expert pool on Russia.

Filipović was the vice president (deputy-mayor) of the Municipality of Budva and served as an acting president (acting mayor) of the same municipality. He was an adviser and an official of the Social Democratic Party. Founder and chairman of the Budva Foundation, the Civic Initiative "21 May", member of the executive board of the Balkan Ukraine Cooperation Network (BUCN).

He is a columnist and analyst of CdM (Cafe del Montenegro), a leading Montenegrin news website. He is frequently invited to provide commentary for the regional (Balkans) and global media, such as New York Times, Guardian, Al Jazeera, Euronews, and others.
