
Randy Castro
Major General, U.S. Army, Retired
General Castro is President of Black & Veatch Special Projects Corporation, the company’s federal business. Prior to this position, he was Corporate Senior Vice President for National Governments, AECOM where he managed all Federal Programs: DOD, Federal Civilian, Practice and Regional leads in AECOM’s Design and Consulting Business unit. He was responsible for all business development in the Federal market and led a nationwide team that leveraged federal business opportunities into the business lines which resulted in over $1 Billion in business annually. In addition, he was President of AECOM Services Inc. Before joining AECOM, General Castro was Senior Vice President for Product Development at Science and Engineering Services.
Prior to his retirement from the U.S. Army as a Major General, he served as the deputy director, Defense Threat Reduction Agency (DTRA), Fort Belvoir, VA. As an engineer officer, at the tactical level supporting Army Divisions, he commanded at the Company (Co A, 78th Engineers in Germany), Battalion (16th Engineers in Germany) and the Brigade (4th Engineer Brigade, 4th Infantry Division at Fort Hood, TX) level.
General Castro served as Commanding General in two U.S. Army Corps of Engineer Divisions. The Pacific Ocean Division in Fort Shafter, Hawaii, responsible for the $2B Army and Air Force military construction program in the Pacific Region including Alaska, Hawaii, Korea and Japan. He also commanded the South Atlantic Division in Atlanta, GA responsible for $3B military construction program in the Southeast U.S. and South America and also for Civil Works in the region. He also served as the Commandant, U.S. Army Engineer School, and as the Commanding General, U.S. Army Maneuver Support Center, Fort Leonard Wood, MO.
He is a graduate of the U.S. Military Academy, West Point, N.Y. and obtained his Masters in Civil Engineering from Stanford University, Stanford, CA and a Masters in National Security from the Naval War College, Newport, RI.
